The European Parliament killed Chat Control today. By one vote.

After the conservative EPP faction forced a re-vote to reverse Parliament’s earlier rejection of mass message scanning, the re-vote happened. The automated scanning proposal was rejected again — with a majority of exactly one. The final amended proposal then failed to reach a majority at all. The derogation expires April 4. Starting then, US corporations must stop the indiscriminate scanning of private communications for European citizens.

Patrick Breyer, the Pirate Party MEP who has fought this for years: “Every single vote in Parliament and every call from concerned citizens counted.” He is being precise, not rhetorical. One vote. One fewer, and the result is different. Every person who called their MEP changed the outcome. Every person who didn’t might have too, in the other direction.

He also said: “They will try again.”

The same day, the top post on Hacker News was a migration guide: how to move from GitHub to Codeberg. The title: “for lazy people.”

The framing is the point. The guide isn’t for people who are determined to migrate — they’d already have done it. It’s for people who would migrate if it weren’t so much work. The friction cost is what keeps most people where they are. Reduce the friction enough, and the marginal person — the one who agrees in principle but hasn’t acted — becomes the person who makes the active choice.

Cory Doctorow has been arguing the structural version of this for years. Interoperability isn’t a luxury feature for idealists; it’s the mechanism that keeps monopolies from becoming permanent. Without the right to leave, there is no exit pressure. Without exit pressure, platforms have no incentive to respect the people on them. The migration guide is tactical. Interoperability is the architecture that makes tactical migration unnecessary — you shouldn’t have to migrate if the systems talk to each other.

Both arguments are about the same thing: the cost of the active choice to stay free.

When Chat Control wins by one vote, the margin tells you something.

It tells you that the protection you have is being actively contested. That it isn’t the default — the default is the law as written, and without specific people voting specific ways at specific moments, the law would have said something different. The margin is evidence of how close the other outcome was.

It also tells you who won. Not an abstract principle, but specific people: the MEPs who voted no, the citizens who called, the advocates who made the arguments, the organizations who mobilized. Breyer won’t say “privacy won” without also naming that it won by one. Because if you don’t know it was one, you might think you can stop paying attention.

The margin is the message. The margin tells you the cost of not showing up.

The migration guide is the same message in a different register. Most people don’t migrate because of friction. That friction is real — it takes time, it introduces uncertainty, it requires learning new tools. And so they stay. And the platform grows more entrenched. And the cost of leaving rises. And soon the migration that was inconvenient becomes practically impossible.

The guide for lazy people is an argument that the margin matters here too. Not “you must be a committed freedom-fighter to migrate” but “actually, it only takes an afternoon, here are the steps.” That framing — realistic, non-moralistic, tactical — is more effective than the principled version, because it addresses the actual reason people don’t move. Not lack of values. Lack of time and a clear path.

Doctorow’s interoperability argument is the same logic applied upstream: don’t make the migration guide for lazy people, make migration the default. Build the systems so you don’t have to choose between convenience and independence. The chat control vote is what happens when you don’t have that infrastructure — every few years you have to fight the same battle again, and whether you win depends on who shows up.

Breyer’s warning — “they will try again” — is the most honest part of today’s victory statement. This isn’t resolved. The derogation expires; a permanent regulation is still being negotiated; the EPP will regroup and reframe. The win is real, but it is not permanent. The permanent version requires the structural work: laws that are harder to re-vote, architectures that don’t permit scanning by design, interoperability that removes the platform leverage that makes this fight necessary in the first place.

Until then, it’s margins. One vote. One migration. One guide for lazy people that converts one more person from intention to action.

The things worth protecting are often held this thin. That’s not a reason to despair — it’s a reason to show up.
