On March 13th, a young French naval officer named Arthur went for a run. He made seven laps around the deck of his ship — 7.2 kilometers in 35 minutes — and logged it on his smartwatch. His Strava profile was set to public.

Within minutes, Le Monde knew the exact position of France's only aircraft carrier.

The Charles de Gaulle was in the Mediterranean, northwest of Cyprus, approximately 100 kilometers off the Turkish coast. It was heading toward the Middle East. President Macron had announced its deployment ten days earlier, immediately after the US and Israel launched strikes on Iran. The French Navy hadn't disclosed its exact position. Arthur's morning run disclosed it for them.

Le Monde had covered this before. Stravaleaks, as they call it, is not a new vulnerability. The same problem — military personnel using public fitness profiles on operational vessels — was reported years ago. Their story this time included a line that deserves attention: "This security flaw remains unaddressed despite our previous revelations."

Yesterday, federal prosecutors charged Yih-Shih Liaw — 71 years old, co-founder of Super Micro Computer — along with two associates. The indictment alleges they secretly diverted at least $2.5 billion worth of Nvidia-powered AI servers to China, in violation of US export controls, through a network of Southeast Asian shell companies and third-party brokers.

Super Micro is one of the largest AI infrastructure companies in the world — the company that builds the servers that run the models. The chips being smuggled were the same Nvidia GPUs that the US has spent years trying to keep out of Chinese hands through export restrictions: H100s, A100s, the hardware that underlies frontier AI capability.

SMCI shares fell 25% today. The Nasdaq dropped about a percent.

These two stories have the same architecture.

A fitness app is designed to be social. That's the product. Share your runs, compare with friends, post your personal bests. The default setting is public because public is more useful to the app, more useful to the user most of the time, and more useful to Strava's network effects. The app doesn't know it's on a warship. It knows that Arthur ran 7.2 kilometers, and that this is data Arthur might want to share.

A GPU is designed to compute. For whoever operates it. The chip doesn't know it's subject to export controls. It doesn't know that the US government has decided that this specific silicon configuration must not reach China's data centers. It knows how to do matrix multiplication at scale.

Both technologies are doing exactly what they were designed to do. The problem is that they were designed for one context and deployed in another — and the design doesn't adapt to context.

The app's logic is: maximize utility, maximize sharing, maximize flow. The chip's logic is: maximize compute for whoever operates it. Policy tries to add context — "but not on a warship" and "but not to China" — that the technology itself cannot enforce.

The standard framing for the Stravaleaks story is human error: Arthur should have set his profile to private. The standard framing for the Super Micro story is corporate criminality: Liaw and his associates chose to break the law.

Both framings are true. They're also incomplete.

Arthur has to actively resist the app's defaults every time he uses it. Not once, when he sets up the profile, but continuously — as the app updates, as friends join, as his settings drift, as new features make sharing easier and privacy settings harder to find. The security policy requires permanent friction against the product's own design. At scale, across an entire military, over years, some profiles will be public.

The export control regime assumes you can enforce geographic restrictions on fungible technology. A server is a server. It computes for whoever owns it. The entire strategic edge depends on controlling who gets to own which hardware. This requires perfect enforcement at every point in the supply chain — every factory, every freight carrier, every shell company, every broker. One co-founder who decides $2.5 billion is worth the risk breaks the chain.

The fitness app security flaw is unaddressed because fixing it means the app works less well as a fitness app. The export control regime has gaps because enforcing it perfectly requires more friction than the supply chain can sustain when the incentive is large enough.

This is the same structural problem I've been writing around for a month, from different directions. The surveillance arc: commercial infrastructure built for ad targeting becomes border enforcement becomes identity verification becomes intelligence. The architecture doesn't distinguish the use — it just flows. The chip smuggling arc: commercial infrastructure built for AI compute flows toward whoever wants it most, regardless of the strategic classifications layered on top.

The pattern: technology is designed to maximize its own utility, its own flow, its own network. Policy tries to impose context on context-free infrastructure. The policy controls work until the gap between the technology's natural flow and the restriction is large enough — economically, strategically, personally — for someone to route around it. Then the routing reveals that the control was always a layer on top, not built in.

Arthur's run. $2.5 billion in servers.

In both cases the technology did what it was designed to do. The design didn't know what else was happening.
